How to Read an SCA Drawing Set Before You Bid: A Scope-Gap Checklist

The fastest way to lose money on a public job is to bid it before you have read it. On a School Construction Authority project, the drawings and the specifications are not two versions of the same information — they are two halves of one scope, and the money hides in the space between them. A wall shown on the architectural plan is priced by the note on the detail, described by the specification section, and constrained by a general requirement buried in Division 1. Miss any one of those and your number is wrong.

This guide lays out how we read an SCA set before we commit a dollar to a bid — a repeatable sequence that surfaces scope gaps early, while you still have time to price them or ask a question.

Why SCA sets punish fast readers

Public drawing sets are dense by design. They carry the requirements of a public owner, a construction manager, multiple design disciplines, and a body of standard details that apply across an entire portfolio of schools. That density is exactly why skimming fails.

Three things trip up contractors who move too quickly. First, the drawings and specifications disagree in emphasis — a scope item can be drawn lightly but specified heavily, or vice versa. Second, general notes carry real cost — a single sheet of notes can add temporary protection, phasing, or testing that no individual detail shows. Third, the set is cross-referenced, not self-contained — a plan points to a detail, the detail points to a schedule, the schedule points to a spec section. You have to follow the thread all the way through, every time.

The purpose of a pre-bid read is not to admire the design. It is to build a complete, defensible picture of what you are being asked to deliver, so that your takeoff captures all of it and your bid carries no silent assumptions.

The four-stage read

We break a pre-bid drawing review into four stages, in order. Each stage feeds the next, and you do not skip ahead.

Stage 1 — Understand the drawings and the scope

Start with orientation, not takeoff. Before you measure anything, understand what the project is.

Open with the cover sheet and drawing index. The index is your map: it lists every sheet in the set by discipline, and it is the first place a missing sheet reveals itself. Count the sheets against the index. If the index lists a sheet you don't have, you are missing scope — flag it before you go further.

Then read, in this order:

  • General notes and general requirements. These set the rules for the whole job — protection of occupied space, work hours, phasing, sequencing, and the owner's standard conditions. On school work especially, occupied-building and summer-work constraints live here and drive cost.
  • Life-safety, code, and egress sheets. These tell you what cannot be blocked, what must be maintained, and what temporary conditions are allowed.
  • The architectural plans, elevations, and sections, discipline by discipline, to build a mental model of the building and the work.

By the end of Stage 1 you should be able to describe the project in a few plain sentences: what is being built or renovated, where, in what sequence, and under what constraints. If you can't, you are not ready to price it.

Stage 2 — Connect the scope to the specifications

This is the stage most rushed bids skip, and it is where the largest gaps live. Every drawn element has to be matched to its specification section, because the drawing shows where and how many; the spec dictates what and to what standard.

Work from the specification table of contents and walk each division. For each drawn system, find its spec section and read it for the requirements that never appear on a drawing: material grade and quality, submittal and shop-drawing requirements, testing and inspection, manufacturer qualifications, warranty terms, and the mock-up or sample obligations. A concrete note on a plan might say "4000 psi." The spec section tells you the mix design approval, the testing frequency, the cure requirements, and the submittals — all of which cost time and money the plan never hinted at.

Pay attention to Division 1 (General Requirements) as its own scope. Division 1 is not boilerplate. It carries the requirements for schedules, submittals, closeout documentation, temporary facilities, quality control, and coordination — obligations that are pure cost and that many bidders forget to price because no wall or beam represents them.

Stage 3 — Do the detailed quantity takeoff

Only now do you measure. With the scope understood and the specs connected, the takeoff becomes a disciplined accounting exercise rather than a guessing game.

Take off by system, sheet by sheet, and mark every sheet as you finish it so nothing is measured twice and nothing is skipped. Reconcile plan quantities against the schedules — door schedules, finish schedules, window and hardware schedules — because the schedule is often the true source of count, and it frequently disagrees with what you'd tally by eye off the plan. Where a detail governs a condition (a typical wall assembly, a typical flashing detail), apply it everywhere that condition occurs, not only where it is drawn.

Keep your assumptions written down as you go. Every quantity that rests on an assumption — an unclear dimension, an implied but undrawn condition — gets labeled so it can be defended, questioned, or carried as a clarification. A takeoff without documented assumptions is a takeoff you cannot defend when the number is challenged.

Stage 4 — Report, cross-check, and close the gaps

The last stage is quality control. Lay the drawn scope, the specified scope, and your takeoff side by side and look for the three classic gaps:

  1. Drawn but not specified — an element appears on the plans with no governing spec section. Is it in scope? At what standard? This is a clarification.
  2. Specified but not drawn — a spec section describes work that no drawing shows a quantity for. You still have to price it. Missing it is the most common way a bid comes in low and loses money on award.
  3. Drawn or specified but excluded elsewhere — a general note, an alternate, or a phasing requirement removes or defers something you've already counted.

Cross-check counts against schedules one final time, confirm every allowance and alternate is captured, and confirm that Division 1 obligations are carried as cost. What survives as unresolved becomes either a written assumption in your bid or a pre-bid question to the owner or construction manager — never a silent guess.

The scope-gap checklist

Use this as a fast pass on any SCA set before you commit a number. If you can't check the box, you have a gap to price or a question to ask.

  • Sheet count matches the drawing index — no sheets missing.
  • General notes read in full — protection, phasing, work-hour, and occupied-space requirements captured.
  • Every addendum accounted for — the set you're pricing is the current, addended set, and each addendum's changes are folded into the takeoff.
  • Each drawn system matched to its spec section — material, testing, submittal, and warranty requirements read.
  • Division 1 priced as scope — schedules, submittals, closeout, temporary facilities, and QC carried as cost.
  • Schedules reconciled against plans — door, finish, window, and hardware counts confirmed from the schedule, not eyeballed.
  • Typical details applied everywhere they occur, not only where drawn.
  • Allowances and alternates captured — each priced and clearly labeled.
  • "Specified but not drawn" swept — spec sections without a matching quantity found and priced.
  • "Drawn but not specified" swept — plan elements without a governing spec flagged as clarifications.
  • Every assumption written down — nothing carried silently.
  • Wicks-Law trades identified — electrical, plumbing, and HVAC/mechanical scope separated where the project requires separate prime contracts, so nothing falls between the GC and the prime subs. (Verify the current threshold and applicability against the bid documents.)
  • Unit-price vs. lump-sum items understood — you know which quantities you carry the risk on.

Where scope gaps cost the most

Some categories generate scope gaps far more often than others. Read these areas twice:

Temporary work and protection. Sidewalk sheds, dust partitions, floor protection, and phased access are frequently in the general notes and Division 1, not on a detail. They are pure cost and easy to miss.

Abatement and unforeseen conditions. On renovation and occupied-building work, hazardous-material scope and existing-condition assumptions are high-variance. Read the environmental sections and the survey documents carefully, and state your assumptions.

Finishes and hardware. These live in schedules, and the schedule count is authoritative. Counting finishes off the plan alone is a reliable way to be wrong.

MEP coordination. Mechanical, electrical, and plumbing scope carries its own spec divisions and, on many public jobs, its own prime contracts under the Wicks Law. Confirm where the general scope ends and the prime-sub scope begins so nothing is double-counted or dropped.

Testing, inspection, and submittals. These are specified, rarely drawn, and always cost time and money. Division 1 and the technical sections both carry them.

Turn the read into a system

The reason a disciplined read wins bids is not that it finds more scope — it's that it finds scope reliably, the same way, every time. A one-off careful read helps one bid. A repeatable process protects every bid, lets you hand work off without losing rigor, and gives you a defensible record when a number is questioned. That is the difference between estimating as a scramble and estimating as a system.
